Expression of Interest for "Situation Analysis and Baseline Surveys"
Pakistan Poverty Alleviation Fund (PPAF) is the lead institution for community-driven development in the country. It is sponsored by the Government of Pakistan as a private sector, not-for-profit entity. PPAF acts as a catalyst for improving quality of fife, broadening economic opportunities for the poor and disadvantaged. As a wholesaling intermediary, PPAF funds multi-sector civil society/private sector organizations for provision of financiaVnon-financial services, at the grassroot level. PROF is implementing a three year investment project "Poverty Reduction through Rural Developrnent in Balochistan, KP & FATA" to be financed by the Government of Italy (Got) through the Directorate General for Development Cooperation (DGCS) in selected districts of Balochistan (covering Zhob, Killa Saifullah, Pishin, Kills Abdullah, Gwadar, Lasbela, Awaran, Panjgur and Kech/Turbat), Khyber-Pakhtunkhwa (covering Chitral, Upper Di, Lower Dir and Swat) and Federally Administered Tribal Areas (covering Bajaur Agency). PPAF intends to hire consultant firm(s) to conduct the situational analysis and baseline for the project. The objective is to acquire in-depth understanding of the key social, economic, environmental and cultural factors in the selected districts and to determine the capacity and maturity of existing community institutions. The information will also provide bench mark for monitoring progress and at later stage in undertaking impact-evaluation. The consultant firm (s) should have documented experience of conducting large-scale evaluations of economic and community institutional development programs. A consortium of firms may apply to manage the variety of deliverables under one lead firm. PPAF invites eligible consultant firm(s) to submit their Expression of Interest. Consultant firm(s) will be selected in accordance with the procedures set out in the World Bank Procurement Guidelines.
